4. Representations have also been made to Her Ma-

jesty's Minister at Peking, and I have myself addressed Sir

Claude MacDonald in reference to the recent case of piracy

which has come under my notice, but I fear that but little will

result from the vague instructions sent by the Central Govern-

ment to the Provincial Authorities upon His Excellency's re-

presentations, unless the Tsung-Li Yamen clearly understand

that such representations emanate from Her Majesty's Govern-

ment and are likely to be insisted upon.

I therefore trust that you will see fit to ap-

proach the Secretary of State for Foreign Affairs on the sub-

ject with a view of a forcible representation and vigorous

protest being made to the Tsung-Li Yamen through Her Majesty's

Minister at Peking and effective measures being taken at an

early date.
